Those "who make a din" # are those who pillage spiritual life. The commotion of nations is because Almighty God is sacrificing Ethiopia and Egypt as a ransom for His spiritual sons, restoring spiritual life on earth.  (Isaiah 17:12-14.  43:1-4.  19:16,17).

The "noise # of mighty waters" evident among the nations in relation to the drought of Ethiopia led to the demonstration of their will through 'Sport Aid'. By their involvement they did "lend their aid"* and were thereby judged at "Jehoshaphat" (Joel 3:11).

Almighty God knows who the "haughtily exultant ones" among the nations are.*  (Zeph 3:10-12).

"For Mine it is to gather nations and assemble kingdoms, to pour out
  on them My indignation, all the heat of My anger".
  (Zeph 3:8 NEB).

"Proclaim this, you people, among the nations, 'Sanctify war! Arouse the powerful men! Let them draw near! Let them come up, all the men of war! Beat your ploughshares into swords and your pruning shears into lances. As for the weak one, let him say: "I am a powerful man." Lend your aid* and come, all you nations round about, and collect yourselves together.'" To that place, O Jehovah, bring Your powerful ones down. "Let the nations be aroused and come up to the low plain of Jehoshaphat; for there I shall sit in order to judge all the nations round about. Thrust in a sickle, for harvest has grown ripe. Come, descend, for the wine press has become full. The press vats actually overflow; for their badness has become abundant. Crowds, crowds are in the low plain of the decision, for the day of Jehovah is near in the low plain of the decision.""  (From Joel 3:9-14).

"'Therefore keep yourselves in expectation of Me,' is the utterance of Jehovah... 'for My judicial decision is to gather nations, for Me to collect together kingdoms, in order to pour out upon them My denunciation, all My burning anger; for by the fire of My zeal all the earth* will be devoured. For then I shall give to peoples the change to a pure language, in order for them all to call upon the Name of Jehovah, in order to serve Him shoulder to shoulder.' "From the region of the rivers of Ethiopia the ones entreating Me, namely, the daughter of My scattered ones, will bring a gift to Me. In that day you will not be ashamed because of all your dealings with which you transgressed against Me, for then I shall remove from the midst of you your haughtily exultant ones; and you will never again be haughty in My holy mountain. And I shall certainly let remain in the midst of you a people humble and lowly, and they will actually take refuge in the Name of Jehovah.""  (From Zeph 3:8-12).

"Ha for the commotion of many peoples, who are boisterous as with the boisterousness of the seas! And for the noise of national groups, who make a din # just like the noise # of mighty waters! The national groups themselves will make a din just like the noise of many waters. And He will certainly rebuke it, and it must flee far away and be chased like the chaff of the mountains before a wind and like a thistle whirl before a stormwind. At evening time, why, look! there is sudden terror. Before morning     it is no more. This is the share of those pillaging us, and the lot belonging to those plundering us.

Ha for the land of the whirring insects with wings, which is in the region of the rivers of Ethiopia! It is the one sending forth envoys by means of the sea, and by means of vessels of papyrus upon the surface of the waters, saying: "Go, you swift messengers, to a nation drawn out and scoured, to a people fear inspiring everywhere, a nation of tensile strength and of treading down, whose land the rivers have washed away."

"All you inhabitants of the productive land and you residents of the earth, you will see a sight just as when there is the raising up of a signal upon the mountains, and you will hear a sound just as when there is the blowing of a horn. For this is what Jehovah has said to me:… "For before the harvest, when the blossom comes to perfection and the bloom becomes a ripening grape, one must also cut off the sprigs with pruning shears and must remove the tendrils, must lop them off…" "In that time a gift will be brought to Jehovah of armies, from a people drawn out and scoured, even from a people fear-inspiring everywhere, a nation of tensile strength and of treading down, whose land the rivers have washed away, to the place of the Name of Jehovah of armies, Mount Zion."

"The pronouncement against Egypt: Look! Jehovah is riding on a swift cloud and coming into Egypt. And the valueless gods of Egypt will certainly quiver because of Him, and the very heart of Egypt will melt in the midst of it… And I will deliver up Egypt into the hand of a hard master, and strong will be the king that will rule over them," is the utterance of the true Lord, Jehovah of armies. And the water will certainly be dried up from the sea, and the river itself will become parched and actually run dry. And the rivers must stink; the Nile canals of Egypt must become low and parched. The reed and the rush themselves must moulder. The bare places by the Nile River, at the mouth of the Nile River and every seedland of the Nile River will dry up..."  (From Isaiah 17:12 to 19:8).
